from the President
Welcome to our new look and perspective. With this first peer review
edition of the journal, we launch an avenue for the exchange ideas between
all interested in the field of Biodefense.
As you peruse this edition note the first members of our Peer Review
Panel. They are first rate, bringing not only expertise in their specific
fields but also an understanding of the need for all aspects of the
Biodefense community. A good example of this is Dr. Dani-Margot Zavasky.
Dr. Zavasky is the Medical Director for the New York City Police Department's
Counter Terrorism Bureau. She has published on bio-aerosol detection
and is an integral part of the city's Pandemic Influenza strategy. She
is also on the faculty of New York University’s Infectious Disease and
Immunology Division. We also have Dr. Joseph Dudley, Chief Scientist
with a local contractor and Research Associate at the University of
Alaska Fairbanks. The third member is GMU's own Dr. Maksim Tsvetovat
from the School of Computational Science. Dr. Tsvetovat attended Carnegie
Mellon University and specializes in terror organization social network
analysis. I think we are off to a phenomenal beginning.
Of course the Journal continues its role as the best communication
tool available to our Biodefense community. And you can further that
communication by submitting articles to the Biodefense Journal, YOUR
exchange forum. The editorial policy and peer review process are provided
within this issue. We challenge you to share your ideas and concepts.
Subsequent issues will also host a Letter to the Editor section as
well so you can participate at that level too. We look forward to listening
to you and your ideas.

| Biodefense Journal recently
contacted the office of Senator Richard Burr, R-NC, Chair of the
Senate Subcommittee on Bioterrorism and Public Health Preparedness
concerning the legislation dubbed Bioshield II. Following are
responses BJ received to its submitted questions
BJ: What were you trying to achieve with your original
legislation?
Burr: First, I would like to clarify what legislation
we are discussing. The Pandemic and All-Hazards Preparedness Act
(S. 3678) was passed by the U.S. Senate and House of Representatives
during the last week of the 109th Congress. It is on its way to
President Bush to be signed into law. People refer to this legislation
through many acronyms, including Bioshield II, BARDA, and others....Click

Like Our New Look?
Welcome to the new Biodefense Journal. We have finally moved to
the promised peer review publication and everyone is excited. Our
focus will remain that of supporting all levels of the Biodefense
community that is working to reduce or mitigate the national and
international Biodefense threat. We will start slowly and publish
less frequently (four times a year). But each issue will function
as an independent forum for the industry’s military, medical, policy
