Pivotal Players ο·―The pivotal players in the investigation of and response to a biological incident must include the emergency management, medical, law enforcement and environmental stakeholders. Currently there is no forensic standard that accommodates the needs of all of these stakeholders. To do this we must establish calibrated ranges into which levels of observed pathogen signature standards can be placed to classify the spectrum of possibilities into which an incident could be placed. These signature standards would separate deliberate from accidental release and offer observable signatures accepted by all stakeholders. The purpose of all activities is to integrate law enforcement and scientific as well as public health methodologies to detect pathogen development, source and source location.
